St Martin of Tours

We’re working to trial co-operative governance and shared decision-making within St Martin of Tours Housing Association at one of their sites in North London.

St Martin of Tours provide supported accommodation and personalised care for adults with complex mental health needs. Trialling such an approach within this context, St Martin’s leadership hope to overcome some of the challenges associated with step-down housing of this kind. Challenges such as low sense of belonging among residents, with knock-on effects on personal and social needs; poor feedback and communication between residents and the landlord team, particularly senior leadership; and low levels of staff retention. While co-operative approaches such as co-production had been tried in the past, engagement from residents had been low and St Martin’s leadership were keen to try something different.

The project forms part of the Co-operation in Social Housing Commission. The Commission brings together stakeholders from across the social housing sector to explore how co-operation and power sharing between providers and resident communities can work to address key issues the sector is currently facing. The Commission Pilot Programme comprises five projects, findings from which will be published along with the Commission’s final recommendations to the sector in September 2026.

St Martin’s site in Archway was chosen for the pilot due to the local team already trying to establish a good relationship with residents. As with any project, but particularly given the context, our first stage of work was to spend time with staff and residents at the Archway site, to get to know the individuals there and how they relate to one another, and understand from them the challenges and opportunities to introducing shared decision-making and co-operative governance.

From this first stage it was clear that there was a good basis to support co-operation, and a healthy culture that allows for discussion and disagreement. Staff members had such acute awareness of what residents need to feel safe to participate in group settings, and how this can help them to thrive outside of supported living. There was also lots of interest among both staff and residents to explore ways for food to bring people together and create the sense of belonging and giving back this project is aiming for. Conversations also highlighted issues with communication, feedback and budgeting for personal and social development activities.

In response to what we’ve learned, the coming months will see us supporting residents and staff on two co-operative initiatives:

  • participatory budgeting, and
  • creation of a personal development programme centred around food.

Alongside these initiatives we will be working with staff across the organisation on the creation of new policy and governance arrangements aimed at supporting co-operative practices beyond the initial pilot.

Through this project and the work of the Commission we are trialling approaches to co-operative governance and shared decision-making as an alternative to devolved tenant management.

United St Saviours

The United St Saviour’s Charity provides a number of almshouses in Southwark, including the new Appleby Blue Almshouses.

How we’re helping
We are facilitating workshops around shared values and exploring how they might be realised within each almshouse. We aim to support residents identify principles for living well together, and discuss specific behaviours, ideas, or actions to help put these into practice, collectively agreeing and promoting the principles among new and existing residents.

Phoenix Place Coproduction

We developed a model for community-led decision-making to build trust and a positive working relationship between CDS Co-operatives and residents at Phoenix Place, helped deliver improvements to green spaces as a way to bring people together and build community on the estate.

Working in Coproduction
This project trialed a new way for CDS Co-operatives to relate to its residents in order to improve outcomes for everyone involved. CDS residents and staff were supported by CLH London to work together to make decisions on the future of the estate, through a process known as coproduction – “a relationship where professionals and citizens share power to plan and deliver support [or services] together, recognising that both have vital contributions to make.” Central to the project was the establishment of a resident panel that was tasked with advising CDS on the improvements to be made to the estate. The panel was selected to ensure representation of the wider estate on identifiers such as age, gender, tenure and where they live on the estate. Typically, the panel would be selected at random and then disbanded after the project. In this case however, additional participants were invited to join a pre-existing group.

Outcomes
Throughout the process the resident panel were supported to make informed decisions on what improvements to make and who would be best placed to carry them out. This support included facilitated workshops to identify and prioritise collective needs and ambitions, as well as helping to understand detailed information on budgets, service charges, health and safety etc. As a result, a set of clear, achievable actions were proposed.

In addition to the Action Plan, a number of unintended outcomes resulted from the project. These include:

  • Improved relationships:  Better relationships between CDS staff and residents.
  • Shared responsibilities: Collaboration between residents, CDS staff and external contractors has led to a sharing of responsibilities in areas such as maintenance of plants and shrubs and access to the shared gardens. Any efficiencies depend on sustained voluntary commitment of residents.
  • Increased awareness: In designing proposals that were realistic and achievable, residents gained new knowledge on issues such as services charges, maintenance budgets, statutory requirements and health & safety. This enables them to collaborate effectively with staff and contractors and to better understand and contribute to future decision-making.
  • Phoenix Place Green Spaces Group: A volunteer group of residents have taken on responsibility for implementing and maintaining improvements to green spaces and supporting other residents to get involved.

Gida Housing Co-op

Gida Housing Co-operative was incorporated 2021 in direct response to the poor quality of private rented housing experienced by black and minoritised communities in Tottenham and across London, both in terms of affordability and lack of influence over management and maintenance of their homes.

Gida is the Hausa word for ‘home’ and was birthed from the Ubele Initiative as part of their commitment to Community Wealth Building. The Ubele Initiative is a community organisation which plays a strategic role in supporting Black and Minoritized communities, with long standing commitments in Haringey.

Gida Housing Co-op aims to become an affordable housing provider which empowers under-represented communities and builds social value, by giving people influence and collective control over the management and maintenance of their own homes, as a response to the poor quality and insecure private rented housing many have had to endure. Gida’s values are aligned with Cooperative values of self-help, self-responsibility, democracy, equality, equity, and unity.

Gida is initially focused on the St Ann’s Hospital site with a view to ensuring homes and community spaces create a sense of community for the long term.

How we’re helping
We have supported work on governance, housing allocations, and financial appraisals, which contributed to a successful bid to the GLA for homes on the St Ann’s site.
We are currently supporting work on legal arrangements, housing management options and an application to the Regulator for Social Housing.
